| | | | Job Description | The GIS Specialist will routinely and independently perform, with technical and policy guidance on unusual or complex problems, the following:
•Assist in the development, implementation and maintenance the District's GIS, work design and work order management software and systems.
•Maintain and update GIS and work order management system procedures.
•Maintain and validate the data integrity and accuracy of the District's GIS and work order management systems with respect to property, customer data, electrical facilities and equipment by reconciling information gathered from various District documents, processes, employees and outside agencies. May involve mapping research in the field or in the office. Enter new map data using hard copy graphics, such as asbuilts, CAD drawings, or job maps as well as through digitizing and data entry.
•Participate in the development of long-range planning goals relating to the District's GIS and work order management systems and computer hardware and software requirements including upgrades, software and output/reporting processes.
•Produce, develop and deliver map products and related documents as requested for all departments. Demonstrated abilities to operate a variety of related equipment such as plotter, printer, digital camera and GPS unit.
•Support the GIS Manager by acting as back-up in GIS related issues.
•Improve process workflow, manpower efficiencies, and software utilization for system management by assisting in research, evaluation, and further development of integrated data management systems.
•Work cooperatively and jointly with personnel from all departments and outside agencies.
•Demonstrated ability to be punctual and regular in attendance.

SKILLS, KNOWLEDGE AND ABILITIES:
•Thorough knowledge of cartography including scaling and converting cartographic information to digital format is required.
•Must be familiar or able to quickly become familiar with electric transmission and distribution systems, symbols and terminology.
•Must be proficient in standard office computer software.
•Must have advanced knowledge of and demonstrated ability in using ESRI ArcGIS and ArcFM mapping programs and related database systems.
•Knowledge of ArcSDE and Geodatabase concepts and database design is highly desirable.
•Ability to solve problems using the ArcGIS suite of tools.
•Must be articulate, courteous and able to work harmoniously with the public as well as other employees.
•Must be able to understand instructions and use initiative in the solution of problems.
PHYSICAL ACTIVITIES:
•Must be in good physical condition, able to traverse moderate terrain.
•Work entails occasional driving, entering/exiting of vehicle, in all driving conditions.
•Must be able to work for extended periods of time in a seated position.
•Job will require some walking, standing, stooping, bending, and extensive hand, wrist and finger movements for long durations using repetitive motions.
•Lifting equipment and boxes weighing up to 60 pounds.
•Must have adequate eyesight for source input and CRT output viewing. | | | | | Job Requirements | •Minimum qualifications: Associates degree or equivalent course work from a vocational or technical school, in geographic information systems, geography, planning or computer science plus a minimum of five years of progressively responsible experience providing GIS functions.
•Preference will be given for Bachelors degree in Computer Science, Geography or related field from an accredited four-year college or university.
OTHER REQUIREMENTS:
•Must be neat in appearance.
•Must have a valid Washington State Drivers License and be able to drive safely in all weather/road conditions.
•Must be able to pass the Districts required physical examination, reference and background check and general aptitude test(s).
•Operating telephone required at residence to assure accessibility for emergency call-out.
•Must qualify for the Districts auto liability insurance.
