GIS / Mobile Application Development Manager

Job Description
International Relief & Development (IRD), a U.S. based non-governmental organization, is working in Afghanistan providing assistance to national and provincial ministries involved with infrastructure development under the USAID-funded Human Resources and Logistics Support (HRLS) program.

Beginning in March 2006 the HRLS program has been tasked by USAID to regularly capture, catalogue, map and report on infrastructure projects in Afghanistan. To this end the HRLS program stationed local Afghan engineers in the field with hand-held devices to collect data to be distributed to an online mapping tool to form the basis of HRLS cartography products. The focus of field data collection is on completed, ongoing and planned infrastructure projects and typically includes location information, photographs, videos, written assessments using templates, etc. The GIS / Mobile Application Development Manager will lead the development of software tools for field data collection.

In addition, the incumbent will also assist in the development of online mapping tools for visualizing spatial data using open source software. Other tasks include administrating our spatial databases as well as implement business processes for data quality assurance.

Primary Responsibilities

The GIS / Mobile Application Development Manager’s primary responsibilities include:

- Build, lead and train a mobile application development team consisting of Afghan developers.
- Design, implement and maintain a mobile data collection tool for the Android platform.
- Support field engineer coordinators by providing tools for interacting with field engineers.
- Work with GIS teams to implement data quality assurance workflows.
- Assure integrity and security of data collection and storage procedures.
- Administrate internally and externally hosted Linux servers.
- Administrate PostGreSQL/PostGIS databases.
- Assist with development of online mapping tools.
- Assist with development of internal database tools.
- Coordinate and implement data sharing processes with external parties.
- Communicate development team’s progress through weekly, monthly and quarterly reports.

Minimum Qualifications

Education: Bachelor degree in IT or related field from a recognized and accredited university or college. Masters Degree preferred.

Experience:

- Proven experience in leading and training a software development team.
- Five (5) years of experience in Java programming.
- Two (2) years experience as a mobile applications developer.
- Extensive experience and familiarity with the Android platform.
- Experience with J2ME, Windows CE or Maemo beneficial.
- A solid understanding of open geospatial standards is required.
- Demonstrated experience in building online mapping tools using open-source software.
- Experience with ESRI programming is a plus.
- Candidates with a background in building mobile applications for GIS data collection will be preferred.

Skills

Must be comfortable working in a Linux environment and be skilled in the use of FOSS GIS software. Familiarity with proprietary GIS tools such as ARCGIS, FME etc. is beneficial.

Knowledge of system and database architecture design methodologies. Thorough knowledge of object-oriented programming principles. Strong understanding of Web 2.0 architectures and frameworks. Must be highly skilled with SQL and database programming.

Must have excellent business and people skills and be able to define and resolve problems. Must be able to meet commitments and work in a complex foreign environment both in the public and the private sector. Must have excellent communication skills (both oral and written) and be able to document, present and defend ideas.
