Do you want to work in a new and innovative regulatory program that utilizes your GIS skills?
Do you want to help design and create new GIS desktop and web-based applications to help capture and analyze data?
The Video Franchise Group in the Communications Division of the California Public Utilities Commission seeks experienced GIS professionals to help with implementing The Digital Infrastructure and Video Competition Act of 2006. Candidates will apply Geographic Information System (GIS) and Project Management knowledge as part of the Video Franchise Group. Candidates should be creative, high-performing and self-motivated workers that can help establish and implement the requirements set forth by this new legislation.
Typical duties for the RPS I/II candidate include, but are not limited to:
• Planning, organizing and conducting independent and complex research projects involving advanced technology deployment within California (particularly broadband and video service access and subscribership).
• Providing expertise in the development and implementation of a new set of GIS-based applications to capture, evaluate, and analyze data collected through a new state video franchise process.
• Play a role in the development of the Video Franchise team’s annual Legislative Report.
• Lead the development of new GIS desktop and web-based applications and tools.
• Improve the ability of Commission employees and others to gather, analyze and display geographic, socioeconomic and other information.
• Consult with Commission management and staff, legislative, governmental entities, commissions and/or external stakeholders regarding GIS/data issues.

In order to be eligible to apply, candidates must have 3 years (for the RPS I) or 4 years (for the RPS II) of progressively responsible technical research experience above the trainee level engaged in the collection, evaluation, compilation and analysis of digital spatial data. (A Doctoral Degree in Geography or a research-oriented field may be substituted for two years of the required experience. A master's degree in the above field may be substituted for one year of the required experience.) Additionally, candidates must have graduated from college with any major but with extensive course work in geography or a related field. This education must include a combined total of at least six semester hours in geographic analysis techniques.
For candidates in California State Service, the RPS I requires one year in California state civil service performing the duties of a Research Analyst II position. The RPS II position requires one year in California state civil service performing the duties of a Research Program Specialist I.
Taking the RPS I and/or RPS II examination is the first step in being considered for these positions. If you meet the minimum qualifications, you will be scheduled for an examination. Scheduled candidates who participate in the examination will then be placed on an eligible list based on their examination score. The next step of the process will be to participate in a hiring interview for the position. Candidates in eligible ranks of the RPS I and RPS II eligible lists will be contacted to participate in the hiring interview.

RPS II: $5309 - $6451 monthly
