| | | | Job Description | | WSDOT is seeking an Information Technology Specialist 3 to participate in the WA Transportation Framework for GIS (WA-Trans) Project. This position takes the lead in geospatial “extract, transform, and load (ETL) processes, GIS analysis, process definition and data editing. Under the direction of the WA-Trans Project Manager the incumbent will develop, automate and refine processes to translate data, edit data, modify metadata and work with data provided by all partners to create a unified WA-Trans dataset. Acting as WA-Trans primary contact for stewardship of data, the position works with the Department’s GIS Data Administrator and assisting with developing WA-Trans layer maintenance program, validates work done by interns and university students in support of translation, quality assurance and quality control. Working independently or under the direction of the WA-Trans project manager this person will provide technical database and GIS expertise during negotiations with partner both external and internal to WSDOT while developing relationships with current and potential partners and stakeholders. Additional GIS training is available to this position. | | | | | Job Requirements | The successful candidate will:
-Work independently and/or under the guidance of supervisor or as a team decision to perform analysis process definition and documentation for traditional IT and spatial based processing.
-Have at least two year’s experience developing and/or maintaining SQL queries, stored procedures, and triggers.
-Have the ability to read and understand an ER diagram.
-Communicate effectively in a variety of settings to maintain positive relationships with a variety of groups including stakeholders both internal to WSDOT and external with a variety of levels of technical skills from non-technical to highly technical.
-Have one year as an Information Technology Application Specialist 2 or the equivalent.
-Have two or more years experience or one years experience and one year training in the use and manipulation of relational databases
-Have a Bachelor’s degree including nine semester hours or 15 quarter hours of computer science courses which includes completion of coursework in at least one application programming language and one year of programming, data analysis, or computer analysis experience
or
An Associate’s degree or completion of an accredited vocational training program in an information technology or related program, and two years of programming, data analysis, or computer analysis experience.
-Travel overnight throughout the state.
Desired qualifications include:
-One year of experience working in ArcGIS GIS software environment, including ArcSDE, and cartographic packages.Familiarity in Environmental Systems Research Institutes GIS software for Linear Referencing.
-Experience in spatial geodatabase, preferably ArcSDE.
-Familiarity with the use of coordinate information using the principles of cartography including coordinate systems, longitude, latitude, elevation, topography and map scales.
-GIS Certification.
