Worked on several large GIS projects including the initial creation of a regional GIS/CAMA system using Advanced ArcGIS Server, for four of the counties in our region, a water/sewer infrastructure update to the statewide South Carolina Infrastructure Project (SCIP ) for the SC Department of Commerce, and assorted small projects for planning and zoning purposes.

Most of this work has been performed remotely using Virtual Private Networking (VPN) with occasional travel out west to client’s offices in Salt Lake City Utah and Phoenix Arizona. | | GIS/Application Developer for Message911 | CallingPost Communications | | 9/2001 - 1/2005 | Augusta GA | Principle developer and administrator of Message911, a web-based reverse 911 system offered by CallingPost Communications to local, state and federal agencies. The application is based on the use of Microsoft SQL Server, ArcIMS, Active Server Pages (ASP), ActiveX, ADO, VBScript, Java, JavaScript, XML and ArcXML.
Through the system, clients are able to notify residents and first responders of impending threats to public safety. The system can be activated either by touch-tone phone or any web browser. Notifications are delivered in the form of recorded speech to audio devices (phones or answering machines) and/or text messages to fax machines, e-mail, alphanumeric pagers and text enabled cell phones. These notifications can be targeted to specific geographic areas and/or selected groups of contacts.
Created users, roles, tables, indexes, functions, and stored procedures for MS SQL Server. Authored XML based web services for 3rd party integration with Message911. Created Geographic Information System (GIS) map services for ArcIMS. Created Address/Phone number map layers using address geocoding techniques in ArcView and ArcGIS.
Created a secure online chat and instant messaging application using ASP and SQL Server for first responders. Implemented a voice conferencing system for first responders using SQL Server, Dialogic conferencing cards, and ASP.

Created a web based version of the company's Geographic Employment Tool or GET. GET is a geographic information and database management system designed specifically for the needs and requirements of social service professionals. By combining location based information on prospective employers, daycare facilities, transportation and training centers, social service professionals can eliminate potential barriers to employment opportunities for Work First clients.
Authored the company's Internet Browser Solution (IBS) product for sale to company clients. IBS is currently in use by Rome County Georgia, and by the city of Kissimmee Florida and can be viewed at either of their respective web sites or at http://ibs.geotg.com/.
Performed the database design and initial implementation for the Citizens Action System (CAS). CAS is a web-based application designed specifically for city/county governments to track citizen inquiries, and complaints, and other essential requests for government services. CAS enhances communication with the public, and allows an organization to quickly and effectively respond to requests. From the citizen's perspective, one call to any city staff member results in an inquiry or complaint being logged into the system, routed to the correct department or point of contact, action taken by its employees, and follow up to the initial inquiry in an effective and timely manner. Inquiries or complaints can also be logged and tracked by the citizen via the Internet or in person. |
| | | | Other Information | My employment background includes almost 20 years experience in Geographic Information Systems primarily with ESRI products including Arc/Info, ArcGIS, ArcIMS, ArcView, ArcCAD, Map Objects and Map Objects Internet Map Server.
My background with public agencies include working as the GIS Manager for Columbia County Georgia, GIS\Network Coordinator for Lower Savannah COG, and as the Mapping Coordinator for the Central Savannah River Area Regional Development Center (CSRARDC) in Augusta Georgia.
I have also worked in the private sector as a consultant to federal, state and local governments including the US Marine Corps installations Camp Lejune, New River, Paris Island, and Cherry Point. Also the US Army Corps of Engineers (St. Louis Office) and the cities of Kissimmee Florida, and Marietta Georgia. My implementation for Cherry Point’s system was formally adopted as the official GIS “model” for the entire US Marine Corps. I have implemented reverse 911 applications for Richmond County GA, Columbia County Ga, Fulton County GA, and Aiken County SC.
I posses an expert level of skill in programming in many languages including Visual Basic 6.0, Arc Macro Language (AML), Avenue, Active Server Pages, VBScript, JavaScript, SQL, T-SQL, PL/SQL, ADO, ActiveX, HTML, DHTML, CSS, XML, Java, Perl, ArcXML, and Windows Scripting Host (WSH). I am well versed with implementing complex database systems and over-all database design in many environments including MicroSoft SQL Server and Oracle and can function as a Database Administrator (DBA), Developer or Analyst for either.
I have held positions exercising Hire/Fire decision making, and direct supervision of other IT professionals. I have had responsibility for Profit and Loss, client relations, contract negotiation, and responding to Requests For Proposals (RFPs). Experience in defining scope-of-work, work schedules, data standards, creating system documentation and/or training material.
I have managed multiyear, multimillion dollar projects for clients, including development of integrated computer system, combining GIS with document management systems, database systems, work flow management applications, Complaint Tracking applications, CAD systems, and work order processing systems.
