Duties and Responsibilities:

Provides engineering services to the RLC engineers in the preparation of CAD drawings and sketches which include the preliminary and schematic designs in accordance with the engineering specifications.

Checks and reviews drawings specifically the geographical locations of the proposed infrastructure and utilities within the RLC as well as the allocated corridors and plots of the end-users in referenced to the land use plan and other pertinent drawings such as the consolidated as-built drawings to check and verify any clashing of utilities between the existing and the proposals helping the planners to visualize the condition so as to assist them to come up with alternative solutions and recommendations.

Works closely with all engineering discipline to ensure that the drawings convey the correct data and information.

Extracts of data and information from the submitted as-built drawings of the completed projects completed by the contractors and end-users to be included in the consolidated as-built drawings which includes infrastructure and utilities.

Assists in the generation of GIS data taken from the consolidated as-built drawings. This includes conversion of data, building of geosdatabase and geoprocessing to create new data.

Participates in the preparation of conceptual studies and designs (FEED) as directed by the engineers.

Duties and Responsibilities:

Provides the overall planning, management and supervision of the SBMA Ortho-Geographic Information System Center (OGC) and establishes work priorities to ensure the effective implementation of GIS and operations of the GIS facility. The center evolves with the following activities;

- Integrates and produces basic geographic data to facilitate fast and efficient retrieval of land-based data that will support the planning and management of the existing land-based resources of the Subic Bay Freeport Zone.

- Provides valuable support tools for the efficient presentation of land-based resources in order to have a better understanding of land-based and factors and phenomena that would affect the development of the development of the Subic Bay Freeport Zone.

- Processing center of geographic information to generate inputs to decision-making and planning activities of SBMA and to serve the various locators and investors inside the Freeport zone.

- Center for the development of GIS-based application systems and provides GIS solutions.

- Training Center for GIS technology of the Freeport zone.

Formulates plans, policies, procedures and technical standards as guidelines for the GIS users in their respective departments.

Supervises the GIS Database Management and Mapping Section and the Application Section involve in the day to day operations of the facility. Provides direction in the form of priorities and schedules for GIS implementation tasks that are critical to building the enterprise GIS.

Monitors the overall GIS implementation to make sure progress is being made by each department in general compliance with the adopted strategic plan, policies, procedures and technical standards.

Serves as liaison with other government and private agencies to facilitate data acquisition and promote cooperative effort in geographic data generation and processing.

Establishes guidelines for the acquisition, processing, analysis, costing and marketing of GIS related products and services of the GIS facility.

Supports and assists all departments by providing services such as, generation and production of maps and providing data and information as required in their planning activities. Assists the GIS users with identifying and resolving technical questions in their areas regarding the GIS implementation. Coordinates with the SBMA Law Enforcement Department and Fire Department to provide updated data and information for the E-911 system of the Freeport to effectively plan for emergency response, analyze historical events, and future events.

Participates in other planning activities such as the zoning and land use, infrastructure, emergency response and traffic management in providing GIS data and information and helps them visualize thru maps and performs analysis in the decision-making.

Prepares and conducts in-house GIS training programs and provides on-the-job training and hands-on. Conducts GIS presentations to update the GIS users.

Evaluates requirements for the upgrade of GIS facility, technical support and training needs of the OGC. Conducts research on trends in GIS technology, evaluates and recommends software packages and computer hardware necessary to upgrade the GIS facility.

b. Design and Development of GIS-based Application Systems


SBMA Asset Information System (AsIS) - is a GIS-based application system designed to enhance the monitoring and management of SBMA assets and facilities (buildings and structures). It provides an efficient method of storing, analyzing and retrieving information on fixed assets of the Subic Bay Freeport Zone.

Subic Bay Freeport Geographic Information System (SBF-GIS) - is a customized GIS-based application system designed and developed to display the land-based information consisting of the social, economic and physical profile and other geographic features of the Subic Bay Freeport Zone.

Ecology Center Information System (ECIS) - is a customized GIS-based application system that integrates common database operations, such as query and statistical analysis with maps providing information on environmental-related features and ecological conditions of the Subic Bay Freeport.

c. SBMA GIS Datasets

SBMA Corporate GIS Datasets - This includes the compilations and standardization of the geospatial data of the Subic Bay Freeport Zone and to provide better access of various SBMA departments, other government agencies and offices, locators and other establishments to the GIS data holdings of the GIS facility. This is to supplement the development of an enterprise GIS to ensure that all stakeholders will be able to acquire complete and consistent datasets to meet their requirements through the existing SBMA network/information highway.

Development of SBMA GIS Data Dictionaries - Formulates standard definition for the spatial and attribute components of the fundamental datasets to be used by the end-users.

Development of SBMA GIS Metadata - Designs and develops standard format of SBMA geospatial metadata.

d. GIS Training/Workshops - One of the mandates of the GIS center is to conduct trainings/seminars and workshops to the SBMA staffs to provide the basic principles of GIS and help them understand the benefits for their respective departments. Likewise, the OGC conducts on-the job/hands-on training program to familiarize them with the GIS equipments and facility. The aim is to train more SBMA staffs who are well familiarized with the technology.

e. Preparation of the Information System Plan (ISP) of Subic Bay Metropolitan Authority (2004-2007)

- Drafts the Information System Plan for the SBMA Ortho-GIS Center to be included to the overall SBMA Information System Plan.

- Member of the Technical Working Group to help formulate and draft the Information System Plan of the Subic Bay Metropolitan Authority for 2004-2007.

Establishment of the Ortho-Geographic Information System (GIS) Center for Subic Bay Metropolitan Authority

- Member of the SBMA Project Counterpart Team to represent the Engineering Department to assist the GIS consultants to conduct of inventory of existing data such as drawings/plans documents of the former US Naval Base Complex which includes the major infrastructure and facilities of the former military base.

- Identifies the needs of the Engineering Department in the establishment of the SBMA Ortho-GIS Center.

b. Subic Bay Metropolitan Authority Asset Valuation Project

This project involves the valuation and inventory of all the existing assets (Facilities/Buildings and Structures) of the SBMA. The project involves creation of various databases which is dynamically linked to GIS. This includes documentation such, photography, evaluation of the current condition of the assets and production and compilation of maps. Assist the lead department in formulating the work plan of the project.

Duties and Responsibilities:

Plans, schedules and coordinates phases of architectural and engineering works. Determines project scope and defines project requirements to be met and complied with the schedule of implementation of SBMA Projects.

Coordinates all engineering disciplines within the Engineering Department in the preparation of construction drawings, specifications and approved agency estimates of all SBMA projects.

Conducts value engineering studies of projects involving buildings and structures. Provides budgetary cost analysis of proposed government projects.

Performs special planning studies and provides technical consultations with other engineering disciplines.

Acts as consultant ready to furnish solutions and/or recommendations on all matters within the scope of assignments.

Provides technical guidance and consultation on projects involving new development, installation, alteration and repair of architectural component of structures/buildings system under renovation of existing SBMA buildings within the Subic Bay Freeport Zone.

Serves as liaison with other offices/agencies during project development to assure well integrated planning and design, sound engineering, economical, safe and functional design of all government projects under the Engineering Department.

Inspects on-going projects if it is in accordance with the specifications and provisions of the contract documents of the project. Check s and monitors the progress of works.

Assigned as member of the Technical Evaluation Committee (TEC) to evaluate the proposals of the consultants of particular SBMA project. Reviews qualifications of the consulting firm and makes recommendations to the management and SBMA Bids and Awards Committee.

Reviews/evaluates architectural drawings submitted to Engineering Department for building permit applications. Checks if the drawings complied with the national building code and other engineering codes and standards.
