Major Projects Experience:

Bangladesh (July 2006 to date): Transport Sector Management Reform (TSMR) Project through CPLI for Roads and Highways Department (RHD).
Input to the project as GIS Advisor, responsibilities are included in the principal areas of RAMS, which are to ensure RAMS integrity and use for road maintenance initiatives, assist RAMS map production and use for road maintenance programmes, Staff training in RAMS and GIS, and RAMS advocacy and awareness. The details tasks are assigned:
- Development of road responsibility database
- Consolidation and further development of RAMS in GIS
- Extending the functionalities of RAMS Interactive GIS, standalone GIS software
- Make available RAMS Map using GIS Intranet/Internet application
- Prepare user manuals and operational guides
- On-the Job and formal training courses on GIS and RAMS to RHD personnel
- Provide RAMS support for selection of Periodic Maintenance Programme (PMP) and other road projects.
- Work on the development of one of the Key Performance Indicators (KPIs) for appropriate of selection process.

Bangladesh (Dec 2002 - June 2006): Institutional Development Component (IDC3 & CIDC3) for Roads and Highways Department (RHD)
Inputs to project as GIS Advisor, responsible for managing, supervision and co-ordination of ongoing GIS activities held in RHD, development of GIS-based Road Maintenance and Management System (RMMS) which includes RHD road related features and also GIS-based Internet application. The task are also assigned for preparing necessary documents, operational manuals and instruction guidelines for GIS activities, provide on the job and formal GIS training to RHD engineers. The tasks are also include for co-ordination and supervision of ongoing GPS road centreline survey work, GPS/GIS data processing and support service to the client

UAE (April 2003 – July 2004): Preliminary Assessment of the Water Situation of the Eastern and Central Regions of Emirate of Abu Dhabi, Environmental Research and Wildlife Agency (ERWDA) Input to project as GIS Specialist for development of a GIS based application system of water resource supply-demand assessment model (SDM) having database and the relevant data layers, data entry screens and the processing facilities. He was also responsible for database design and development for SDM use.

China (June 2002 - July 2002): Zhejiang Urban Environment Project (ZUEP), Design Review Advisory, Institutional Reform & Final Engineering Design, The provincial government of Zhejiang province Input to project as GIS Expert was responsible for designing GIS utility applications for wastewater and solid waste management for Ningbo and Hangzhou city areas. The responsibilities included for the preparation of GIS specifications, system design, GIS action plans, outline the roles and responsibilities of Technical Assistance consultants and local staffs, guidelines for on the job and overseas training programmes and the preparation of an indicative budget for GIS development for the two new companies

UK (July 2001 - Oct 2001): Upper River Severn Flood Mapping Study, Environmental Agency, Midlands Region Inputs to project as GIS Specialist responsible for raster GIS flood modelling and development of a GIS application system for automated the flood extent mapping with hydraulic modelling system ISIS and HYDRO-1D systems results. Responsibilities were also included for monitoring and supervision of topographic data acquisition, processing and database development for the project.

UK (Sept 2001 - Oct 2001): Little Packington Landfill Site Environmental Study, SITA Packington Limited, Coventry Inputs to project as GIS Specialist worked with the project team. Responsibilities included for designing GIS monitoring system having results from groundwater modeling system (MODFLOW and MT3D), He was also responsible for geo-statistical analysis and preparing analysis procedures for risk assessment having all the monitoring information of sub-surface and groundwater observations along with the model results.

UK (Aug 2001 - Sept 2001): Contamination by Industrial Pollution and Risk Studies, Exide Batteries Ltd. Chequers Lane, Dagenham Input to project as GIS Specialist responsible for environmental database development, data processing and geo-statistical analysis. He was also responsible for developing a GIS based environmental monitoring and control system for the site.

Bangladesh (May 1998 - June 2000): Inland Waterway Transport Project-III, Environmental Monitoring and Control, Department of Shipping Input to project as GIS Local Expert responsible for developing a GIS based application for environmental monitoring and control system for Inland waterways of Bangladesh. Responsibilities were included for GIS database design and development, image processing, interpretation and classification, and evaluation of bid documents for procurement of GIS software and hardware. Prepared a GIS methodology for the extension of GIS activities in environmental laboratory (IWEMCL). Assisted to prepare a strategic plan for managing river pollution and risk assessment along different waterway routes.

UK (Oct 1999 - Dec 1999): Integrated Groundwater Model with GIS, Research and Development for Water and Environment (WEM) Division, Mott MacDonald Group, Cambridge Input to project as GIS Specialist for developing a prototype GIS for integrated groundwater and surface water modeling system. Interfaced existing model grid, model results and prepared model simulation and analytical procedures with GIS.

UK (Nov 1999 - Dec 1999): Indicative Flood Mapping Project for Environmental Agency, Exeter Input to project as GIS Specialist responsible for reviewing existing Flood Plain Information (FPI) System of Environmental Agency of UK, developed by ESRI and MapInfo Corporation. Prepared methodology and procedures for flood mapping with FPI systems and digital elevation model with LIDAR Data.

Bangladesh (Aug 1999 - Oct 1999): Second Coastal Embankment Rehabilitation Project, Water Development Board Input to project as GIS Specialist responsible for GIS database development, digital elevation model, tidal flood mapping and assessment and identification of flood risk based on the hydraulic model (MIKE21) results.

Bangladesh (June 1999 - Aug 1999): Arsenic Mitigation Pilot Study for Noakhali, Lakshmipur, DANIDA. Input to project as GIS Specialist for database development of Arsenic contamination and base mapping geo-referenced by Global Positioning System (GPS), prepared methodology for geo-statistical analysis for predicting arsenic concentration at un-sampled wells in the project area.

Bangladesh (Dec 1998 - April 1999): Noakhali Rural Infrastructure Development and Maintenance Project (NRIDMP), Local Government Engineering Department (LGED) Input to project as GIS Specialist. Responsible for GIS databases design and data processing for rural infrastructure. Developed an automated application for estimation of road earthworks, plotting of cross-section profiles and also assisted for land acquisition system for new road development with GIS.

Bangladesh (June 1998 - Jan 1999): Groundwater Studies for Arsenic Contamination in Bangladesh, Phase-I Rapid Investigation Phase, Department of Public Health and Engineering (DPHE) Input to project as GIS Specialist. Responsible for groundwater well database design, supervision of regional and special study area survey, review of arsenic data from secondary data sources, mapping of arsenic and other related groundwater parameters, and geo-statistical analysis for spatial modelling of arsenic and the risk assessment of arsenic contaminated areas in Bangladesh.

Bangladesh (Aug 1997 - April 1998): Cyclone Shelter Preparatory Study Input to project as GIS Specialist, worked as GIS Expert. Responsibilities were included for GIS database development, prepared analytical procedures for planning and selecting new site for cyclone shelter. Responsibilities were also included for development of digital elevation model (DEM), image interpretation and classification for coastline changes, identification of flood risk area with hydraulic-model (MIKE 21) results and co-ordination/supervision of GPS survey for cyclone shelter locations around the coastal regions. Prepared RDBMS based population data and risk analysis down to union level for new shelter selection.

Major Projects Experience:

Bangladesh (Dec 1995 - Aug 1997): Institutional Development Component (IDC), Roads and Highways Department (RHD) Worked as GIS Specialist for the designing and development of RHD Road database. Developed RMMS database system for road condition, traffic and road roughness, methodology for updating/adding new road alignments in GIS, prepared a GPS methodology for establishing RHD control stations around the RHD division offices and the DGPS method for road alignment and road event survey. In the pilot stage, demonstrated the capabilities of GIS within the national road network, and investigated and assessed the quality of existing road database both in the paper and digital form in RHD. Developed a prototype GIS application using ArcView GIS and prepared a methodology for full-scale implementation.

Bangladesh (Oct 1995 - Dec 1995): CARE GIS Needs Assessment, CARE Input to project as GIS Specialist responsible for reviewing the existing Management Information Systems (MIS), data structures of rural infrastructures such as roads, bridges, culverts, growth centres, markets and schools etc. Defined primary and secondary usage of GIS within CARE and its developing projects. Developed a prototype GIS Decision Support System (DSS) for their developing projects.

Bangladesh (Nov 1994 - Sept 1995): Feasibility study and Preliminary and Final Design of Bridges over Rivers Sandha and Kushiyara. Roads and Highways Department (RHD) input to the project as GIS Specialist responsible for GIS database design, data processing, image interpretation and classification, and spatial analysis for site selection considering the temporal change of river course line and wrote AutoCAD script for estimating earthworks, profiles for the bridge approach road.

Bangladesh (Aug 1994 - Nov 1994): Modernisation of Land Records, A Promotional Work for the Directorate of Land Record Survey (DLRS) Input to the work as GIS Analyst. Demonstrated the capabilities for managing Land based Khatian (existing land ownership record) records in GIS. Developed a Land Information System (LIS) having the facility to interface Bangla language with GIS for both the land-parcel and Khatian database using MapInfo and MapBasic, and the MS Access database system.

Bangladesh (Jan 1994 - July 1994): Rural Development Project-6, Local Government Engineering Department (LGED) Input to the project as GIS Engineer, responsible for GIS database design and development for rural roads, bridges and culverts, rural markets and other rural centres, supervision of GIS baseline data collection with GPS. Prepared project area map delineated the land to be surveyed for the proposed roads and land ownership database with GIS.

Bangladesh (April 1993 - Dec 1993): Preliminary Engineering, Economic and Environmental Assessment Study of Nalka-Hatikamrul-Bonpara New Road Project. Roads and Highways Department input to the project as GIS Analyst responsible for environmental data processing, image interpretation and classification for temporal and spatial changes for environmental component in the project area and the supervision of DGPS survey for the new road alignment.

Bangladesh (Dec 1993 - Jan 1994): Greater Dhaka Metropolitan Area Integrated Transport Study (DITS), Planning Commission input to project as GIS Engineer, responsible for GIS data processing, editing and GPS survey for urban enumerated area and traffic routes also travel time estimation of origin-destination (O-D) routes in Dhaka City Area.

Bangladesh (Dec 1992 - Feb 1993): Pilot Project on Two Thana of Greater Noakhali District, Local Government Engineering Department (LGED) input to the project as GIS Engineer responsible for GIS data processing, editing and database development. Assisted for preparing operation guidelines for LGED GIS unit and methodology for rural facilities management, which also includes the estimation procedures in predicting the future demands and allocation resources.

Bangladesh (June 1992 - Dec 1992): Multipurpose Cyclone Shelter Project (MCSP), Planning Commission input to the project as GIS Engineer responsible for GIS data capture, data processing and database development for coastal area mapping for 47 thanas, preparation of flood risk area and site selection for cyclone shelter.
